Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Immense energy is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from enemy soil, a capacity provided through current data. From vantage locations, military aircraft that had been scrambled to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – probably imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and heating outages in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a dependence that regional partners are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new proposal from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, persist.
Political Considerations
It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership works based on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is unrealistic to force Russia to abandon the land that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but averting a complete military breakdown until situations evolve in its advantage.
Existing Situation
Factually, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
